Who are Migrants in India?
Migrants are the movement of people away from their usual place of residence, across either internal (within country) or international (across countries) borders. The latest government data on migration comes from the 2011 Census. As per the Census, India had 45.6 crore migrants in 2011 (38% of the population)
There are so many pattern in migration are classified. One of the ways to classify the migrant’s pattern is:-
- Intra-State Migrants– This type of migrants takes place between two parts of the same state. The intra-state migration due to the reason of marriage and family with variation between male and female migrants.
- Inter-State Migration- This is the highest category of the migrants in India. As per the Indian government data Uttar Pradesh, Bihar and the Madhya Pradesh are the highest source of the inter-state migrants
Article 19(1)(e) of the Constitution, guarantees all Indian citizens the right to reside and settle in any part of the territory of India, subject to reasonable restrictions in the interest of the general public or protection of any scheduled tribe.
I have mentioned this constitution because they are facing the genuine issues during living in other part of the country or the state
Here are the some issues facing by the migrants:-
- Lack of Health service benefits given by the government
- Lack of food provided through the public distribution system. state governments issued Ration card required to access benefits under the PDS and is not portable across states
- Lack of access to affordable housing and basic livelihood in urban areas.
The situation of the migrants in India is getting worse in the time of Covid-19 pandemic. Thousands of migrants all over the country are trying to back home after unplanned Lockdown started from 25th Mar’2020.
All the factories, worked placed are closed during the lockdown imposed in the country resulting millions of migrant had to deal with loss of income, food and the rent houses where they live and uncertainly about their future.
What Government said?
During Lockdown in India millions of migrant started walking towards their home on foot due to suspension of transport facilities in whole country. The central government Or state government in India transported are help more than 90 lacs migrant thru special trains and buses specially operated by . But still thousands of migrant are not received any relief which was given by the government.
During the Parliament Monsoon 2020 session a question was asked to the government that how many migrant died during the Covid-19 pandemic and is there any relief fund would arrange for their family?
As per the Indian Express News, The Center government informed the Parliament on Monday that no data was available on the deaths of migrant workers caused due to the sudden nationwide Lockdown due to the corona virus pandemic in the country this year.
Responding to a question on whether thousands of migrant laborers lost their lives during this period, the Ministry of Labour and Employment, through a written reply, said “no such data is available”
On whether any compensation or relief was provided to the victim’s family, the government said, “Question does not arise in view of the previous question.”
As same as there is no such data available of how many doctors died during Lockdown. This is the worst situation of the country where we given title of Corona Warrior to all the doctors, nurses, hospital staff and many people who direct Or indirect served the nation in terms of given health care services.
According a World Bank report in April this year, the nationwide lockdown which started on March 24 has impacted the livelihood of nearly 40 million internal migrants.
Question Is Still Remain
All the data, observation and working are just a upper level paper work but the ground level situation are only faced by the inter-state Migrants. We always have a question that Migrants In India Are The Only Voters Or Pillar Of An Economy?
In the time of every election these same people are the most important people of the country because they are the key voters of the country but when we talk about their future and life no one come to take responsibility
